After a life beset with tragedy Frankie takes a job as a residential caretaker in high rise block of flats. However, she finds that it is not as simple as she had expected; strange things happen in this block and she seems constantly to be dialling 999. She makes friends with the residents on her floor, and between them they thwart the machinations of an elusive Mr Big who thought that a seedy block with a lady caretaker would make a good HQ.
